Measures that apply to bare single-mode fiber
Korea, China, India and Brazil currently have verified measures that can reach bare single-mode optical fiber. Each measure uses its own definition. One may name G.652 and G.657, another may identify a diameter or a particular dispersion category, and another may exclude bundles and finished cable.
Measures that apply to finished optical fiber cable
The EU, UK and Brazil have verified measures covering defined optical fiber cable. Connectorization alone may leave a product inside scope. For example, the EU's Indian-cable measure includes connectorized cable but excludes certain cables under 500 metres where every fiber has an operational connector at one or both ends. Apply that exclusion only to a bona fide product configuration and confirm the result with the importer's adviser.
Label a measure accurately: active, under review or expired
An expiry notice leaves the existing measure in force until the applicable legal event occurs; an investigation creates no final duty by itself. Record the instrument number, effective date and review status in the shipment file. When a measure changes between quotation and entry, the importer normally bears the customs exposure.
Classify the Product Before You Search for a Duty Rate
The most useful rule in optical fiber customs work is simple: assign classification per SKU instead of reusing one generic code for bare fiber and finished cable.
HS 9001.10: bare fibers, bundles and certain optical cables
Heading 9001 covers optical fibers and optical fiber bundles, plus optical fiber cables other than those of heading 8544. National schedules add more digits. China commonly references 90011000 for bare single-mode fiber measures, Korea uses HSK 9001.10.0000, and Brazil separates relevant optical fiber at NCM 9001.10.11.
The shared six-digit HS is only a starting point. A Chinese 10-digit code, Korean HSK, Brazilian NCM, EU CN/TARIC or U.S. HTS subheading may add a legal distinction that changes duty or reporting.
HS 8544.70: cables made of individually sheathed fibers
Heading 8544.70 covers optical fiber cables made up of individually sheathed fibers, whether or not assembled with electric conductors or fitted with connectors. A U.S. Customs and Border Protection ruling illustrates why construction and substantial transformation must be analyzed separately: CBP classified the goods in 8544.70 but found, on the facts of that case, that processing in China did not change their French origin for Section 301 purposes.
Classification and origin require separate evidence. The code follows the product's legal description; the origin follows the applicable origin rules and manufacturing facts.
The four construction questions to ask per SKU
- Is the item bare coated fiber, a fiber bundle, ribbon, buffered fiber or a finished cable?
- Is each optical fiber individually sheathed, or are fibers only grouped inside one tube?
- Does the item include strength members, armor, an outer jacket, conductors or operational connectors?
- What exact construction is shown in the drawing, datasheet, invoice and packing list?

Why invoice wording can produce different customs outcomes
"G.657 fiber," "FTTH fiber" and "single-mode cable" are incomplete customs descriptions. A defensible line item should state the product form, fiber count, ITU-T grade, buffer and jacket construction, armoring, connectorization, length, producer and country of origin. The commercial name should match the drawing and test report.
Where Optical Fiber Anti-Dumping Duties Apply in 2026
Anti-dumping duty is a trade-remedy charge separate from the ordinary customs tariff. It applies to a defined product from a defined origin, sometimes at a producer-specific rate. The written scope controls; an HS code is often only indicative.
South Korea: 43.35% on defined Chinese bare SMF
South Korea's final rule took effect on 19 March 2026. It applies a 43.35% anti-dumping duty to defined Chinese single-mode optical fiber under HSK 9001.10.0000. The scope includes G.652.A, G.652.B, G.652.C, G.652.D other than specified low-loss products, plus G.657.A1 and G.657.A2. It expressly excludes optical fiber bundles and optical fiber cables.
An included grade is only one part of the scope test
A finished FTTH drop cable has a different construction from bare coated fiber. Give the Korean broker a cross-section drawing, individual sheath/buffer details and the precise G.65x grade, then request a written scope and classification view. This evidence is stronger than a marketing label or abbreviated invoice description.
China: active measures on U.S./EU and Indian bare fiber
China renewed its anti-dumping measure on defined G.652 dispersion-unshifted single-mode optical fiber from the United States and European Union from 22 April 2023 for five years. The published rates differ by producer. China also renewed duties on Indian single-mode optical fiber from 14 August 2026 for five years, with rates from 7.4% to 30.6% depending on the producer.
The legal product descriptions exclude out-of-scope fiber types, bundles and cable even when they share a broad tariff heading. The U.S. G.654.C anti-circumvention measure was terminated
China imposed an anti-circumvention measure on defined U.S. G.654.C fiber in September 2025, but MOFCOM Announcement No. 71 terminated it effective 10 November 2025. A 2026 article that presents the September action as still active is outdated. The base G.652 measure is a separate instrument and remains relevant.
India: duties on G.652/G.657 SMF from China, Indonesia and Korea
India's measure covers defined dispersion-unshifted single-mode optical fiber originating in or exported from China, Indonesia and South Korea. The DGTR findings address G.652 and G.657 products and exclude other named fiber families. CBIC Notification 07/2023 applies country- and producer-specific amounts in U.S. dollars per fiber-kilometre (KFKM) for five years from 3 August 2023.
Convert a USD/KFKM rate only after recording the shipment's fiber count, length and customs value. For a 24-fiber cable-equivalent quantity of 10 km, the fiber-kilometre quantity is 240 KFKM before any scope exclusion is considered. This unit check should be part of the landed-cost worksheet.
EU and UK: producer codes matter for optical fibre cable
The EU applies both anti-dumping and countervailing measures to defined single-mode optical fibre cable from India. Rates and invoice conditions depend on the named producer and TARIC additional code, and correction regulations have changed parts of the company treatment. Query the consolidated measure and live TARIC rather than copying a rate from an old article.
The EU also maintains a measure on defined Chinese optical fibre cable. Notice C/2026/1025 lists 19 November 2026 as the expiry date unless a review is initiated. As of this article's review date, buyers should treat the measure as active and monitor the Official Journal for an expiry-review initiation.
The UK has its own definitive measures and producer/additional-code framework. Its official notice page was updated in December 2025. Use the UK commodity and additional codes even when an EU TARIC analysis already exists.

Brazil: separate measures for fiber and cable
Brazil provides the clearest warning against code reuse. Chinese optical fiber under NCM 9001.10.11 is subject to US$47.46/kg through 22 December 2030. Chinese optical fiber cable under NCM 8544.70.10 is covered by a separate final measure of US$2.42/kg after a public-interest adjustment.
Product structure and legal scope determine which Brazilian measure applies. A weight-based duty also makes accurate net and gross weight documentation commercially important.
China Export Controls: Separate Ordinary Fiber from Restricted Manufacturing Technology
China's export-control discussion is frequently compressed into the misleading claim that "optical fiber exports are restricted." Three separate concepts must be kept apart: ordinary goods, controlled dual-use items and restricted technology transfers.
What technology item 083905X covers
China's Catalogue of Technologies Prohibited and Restricted from Export identifies item 083905X as restricted optical-fiber manufacturing technology. The control points include specified CO2-laser transmission-fiber technology, certain multi-crucible optical-glass-fiber drawing technology, production-line coating process parameters, and designated phase-locked-loop/direct-digital-synthesis technology.
The catalogue controls the transfer of specified manufacturing technology. Ordinary G.652.D or G.657.A cable sales require a separate goods and end-use analysis.
What the MOFCOM dual-use FAQ says about ordinary optical fiber
MOFCOM's dual-use licence application FAQ states that ordinary "optical fiber" is not currently a controlled dual-use item. The FAQ also points to the catch-all provision in China's Export Control Law. Exporters must act when they know, or should know, that an unlisted item may endanger national security or be used for weapons of mass destruction and their delivery systems.
When end-use and end-user screening is still required
Request an end-user and end-use statement when a project involves drones, military or aerospace organizations, surveillance, sanctioned parties, sensitive research, unusual intermediaries or a destination with elevated controls. Screen the customer, consignee, payment party and final user, including parties beyond the company placing the purchase order.

Give ISO 9001, ITU-T, CE and RoHS Their Correct Roles
Certifications and standards support product assurance. Customs classification, origin and trade-remedy scope still require their own analysis.
ISO 9001 is a quality-management-system credential
ISO's own ISO 9001 explainer describes the standard as requirements for a quality management system. It can support process control, corrective action and traceability. Customs codes, origin, anti-dumping exclusions and export licences require different evidence.

The current ITU-T G.652 Recommendation defines attributes of single-mode optical fiber and cable, while ITU-T G.657 addresses bending-loss-insensitive single-mode fiber and cable. These references make a specification technically clear; the national legal instrument decides whether its anti-dumping scope includes that grade.
The distinction matters in 2026: Korea includes listed G.652 and G.657.A grades in its bare-fiber measure, while other jurisdictions define their scope differently.
Product compliance and trade-remedy liability run in parallel
CE, RoHS, CPR, IEC or customer-specific test compliance may be relevant to product placement and acceptance. Anti-dumping liability remains a separate calculation. The applicability of each product regime also needs confirmation: the European Commission's RoHS FAQ notes that optical cables are outside the definition of electrical and electronic equipment for RoHS 2 purposes. Brazil uses U.S. dollars per kilogram for the measures discussed here; India's SMF measure uses U.S. dollars per KFKM; other regimes use a percentage or company-specific combination.
